Adguard breaks local HTTPS connections

It seems that some error happens when we further process that connection, and the connection is left in a semi-open state. First of all, we need to reproduce that issue.

Temporary solution: adding @@|127.0.0.1:8443^$network rule.

I just realized that AG should not be filtering HTTPS for port != 443, so it's absolutely unclear why does it happen.

Moreover, the symptoms remind me of #1901.
