Do not reenable disabled userscripts after an update

Steps to reproduce

1. Install a userscript through AdGuard Userscript Manager
2. Disable the said userscript
3. It will turn itself on after a routine filter/userscript update check (if an update is available)

Expected behavior

AdGuard shouldn't re-enable previously disabled userscripts

Actual behavior

The userscript is re-enabled
