New Home Office figures show modern slavery referrals continue to rise, with 23,411 potential victims referred into the National Referral Mechanism (NRM) in 2025 – a 22% increase on the previous year (19,117). UK nationals made up the largest group of referrals (22%), followed by people from Eritrea (13%) and Vietnam (9%). Adults accounted for 70% of all referrals, while 30% were children.
