Community Development Week Events

Get involved during Community Development Week by attending the City Council proclamation, virtual community meeting or community clean-up between April 6 – 11!

City Council Proclamation & Civic Center Tabling

Join us at the first City Council meeting of the month to learn more about the impact of U.S. Housing and Urban Development (HUD) grants on City programs and services. During the proclamation you will hear from Housing and Neighborhood Services staff and watch an overview video on Long Beach affordable housing developments.

Federal Grant Funding

The City of Long Beach is an entitlement city that receives Office of Community Planning and Development (CPD) grants from the U.S. Department of Housing and Urban Development (HUD) to create viable communities with decent housing, a suitable living environment and expanded economic opportunities for low- and moderate-income residents. Funding is provided through three grant programs as listed below:

  • Community Development Block Grant (CDBG): Funds community development activities, including housing projects, youth programs, public infrastructure improvements and more.
  • Emergency Shelter Grant (ESG): Funds programs that provide shelter and supportive services for individuals experiencing homelessness.
  • HOME Investment Partnership Program (HOME): Funds the acquisition, rehabilitation and development of major affordable housing projects in order to create and preserve affordable housing.

Housing Development Funding

The City of Long Beach Department of Community Development announces the release of this Notice of Funding Availability (NOFA) for approximately $5 million in Los Angeles County Affordable Housing Solutions Agency (LACAHSA) funds to be awarded to qualified housing development companies for new construction of affordable housing.


Five-Year Consolidated Plan

In order to receive HUD grants, the City must first develop a five-year Consolidated Plan (FY 2023 – 2027 Consolidated Plan). The Plan assesses community development and housing needs and identifies the programs and services that are prioritized and funded by HUD grants in the next five years. Programs include affordable housing, neighborhood improvement activities, public infrastructure improvements, code enforcement and programs for small businesses.


Annual Action Plan

The Consolidated Plan is carried out through Annual Action Plans, which provide a concise summary of the actions, activities, and specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan.

The City is currently developing the FY 2026 – 2027 Action Plan for the next fiscal year (Oct. 6, 2026, to Sept. 30, 2027). Beginning in March 2026, the Community Development Department will begin gathering community input for the draft of the Action Plan. The Plan will be available for 30-day public review and comment later in the Spring.
