1) I don't add empty accounts, unless u have a decent profile or 30+ lvl
2) I appreciate everybody who has added me, especially people, who appear on the top 6 lvl friends
in case you add me, I can write "+rep W person" or something similar on your profile' Comments section
if you want me to add you - you can simply write me +rep or smth in my comments section, and I'll eventually look into your profile and if I like it, I'll send you a friend request
