There were 9 people in the audience. Commissioner Scott Varner was not in attendance today.

You’d think that having an empty seat in between the two commissioners in attendance would stop the whispering, but no.

During Commissioners Comments, Commission President Mike Ferro said that he was on a Zoom call last night with the Attorney General and other County Commissioners from all over the state talking about the First Foundation. 4/
The First Foundation will be responsible for managing $1.2 billion in payments from opioid lawsuits. 4/
During Public Comments, two men from the Honor Guard spoke to the Commission. They said that they have been to 34 cemeteries since Memorial Day, that funerals are down and community events are up, and that they’ve been kept busy. 5/
They thanked the Commission for their financial support which helps them pay for uniforms and other operating costs. 6/
Correspondence:
The Commission received correspondence from the Ohio County Commission regarding the First Foundation.
The First Foundation will be the largest in WV, managing $1.2 billion with more to follow. It’s board will be made up of 11 members and an Executive Director 7/
The Attorney General will appoint an Executive Director, the Governor will appoint 5 members (no two within the same DHHR district), and County Commissions will appoint the remaining 6. The DHHR District Map will be used for those appointments. 8/
The deadline for appointing members to the board is July 17. The people appointed to this board should not be elected officials, so that it does not become political. 9/
Each county must appoint a coordinator, which will be responsible for coordinating with the localities in their county. County Administrator, Betsy Frohnapfel, recommended that she be appointed coordinator, the Commission agreed and appointed her to the position. 10/
There was a request to hire a full time 911 dispatcher at a salary of $39,000 with a start date of July 13.- Approved
A Courthouse Security Officer was hired last meeting and has already started, their salary was to be set this meeting. The salary was set at $33,200 11/
The new officer will be eligible for the $1,500 base pay increase that takes effect on July 1.
Donation to the Marshall County Soccer League of $1,000- Approved.

The EMS building is coming along. The final fire safety inspection is set for July 7. It will be ready to move into July 8, and they plan to move in on July 10.
Onto the agenda. 14/
There were several delinquent copy accounts. These are unpaid accounts from Oil and Gas, the owners could not be tracked down and they are considered to be uncollectible. These accounts are from 2016 to 2022, and are estimated to be at about $27,000. 15/
On the advise of County Clerk, Connie Howard, these accounts were closed and deleted.- Approved
A grant contract agreement for the Criminal Justice Board was approved.
Wellness Activity Reimbursement Policy- Tabled until next meeting.

A plan was approved for The Health Plan to take over Cobra Insurance services for the county. This will cost the county $1 per employee per month (less than $2,000/ month). They did not compare this to current costs. Surrounding counties have already done this.

A special session was set for July 11. The July 18 regular session will still be held.

New speaker- complaining about a “trashed” property next to them. Talking about language they hear, and that it devalues their property. 3/
Last night, I was at @WVCBP’s “More Money for Who” presentation given by @sethano at the Ohio County Pubic Library. Here are some of the main take aways. @folkreporter #folkreporters 1/
Some brief background first:
-Personal Income Tax (PIT)- makes up 40% of WV’s annual revenue.
-Fiscal Year (FY)- ends June 30 and starts July 1, FY 2024 starts July 1.
-Flat Budget- roughly the same amount budgeted every year (no budget increases) 2/
-Severance Tax- taxes collected from coal and natural gas extraction, highly volatile.
- Education (higher ed and k-12 combined) make up about half of the annual budget. 3/

Public Comment: someone from Grand Vue Park updated the commission on what’s been going on/ coming up for the summer. He said the pool should be open between June 9th and 15th. Talked about other things going on at the park and expects it to be busy this year. 3/

This is my first time here. Different vibe than county commission. Every member of the council has a laptop and microphone. In addition to mics, no fan in the background. I might actually get to hear them. 2/
