This settings page you reference is not one of WooCommerce Shipping, but of the USPS Integration you purchased through WooCommerce.com.
Can I please ask you contact support through WooCommerce.com for assistance with your purchase.
The issue is persistent across all of WooCommerce. Same when the pro version is deactivated, and the free one you support here is active.
I’ve exported the site and setup a local environment for it on my Mac and the missing button displays, so I at least now know it’s an issue on the host. Just not sure what yet.
