President's Message
I hope everyone had a great Memorial Day
Weekend, spending time with friends and
family, and enjoying the beautiful spring weather
that Richmond is known for (minus the allergies
for fellow sufferers out there). Now that June is
here, it always brings the familiar excitement of
school being out for summer! Not to worry,
events are still going to continue on for the Richmond Branch, and we hope
you can join us!
We still plan on still having our monthly technical meetings and field trips
throughout the summer. First, is our June monthly technical meeting, today
at the Science Museum of Virginia starting at 6:15 PM. You can still sign
up until 2:00 PM TODAY! We will be hosting Adam Matteo, Assistant State
Structure and Bridge Engineer for Bridge Maintenance, and the topic is on
Personal Rapid Transit (PRT). Dinner will be provided, and we hope to see
you there!
We are also hosting a FREE event this summer at The Diamond to see a
Flying Squirrels game. Check out the Younger Member Outreach section for
more information on the event.

The Richmond Branch hosted the 13th Annual ASCE Golf Tournament on
May 14th. It could not have been a more beautiful day for some friendly
competition. Congratulations to the VDOT team (Kevin O'Neill, Paul Hinson,
and John Legg) for winning the event! I want to thank our sponsors this
year, which are listed below. Without their support, the branch wouldn't be

able to financially support the annual Education Outreach events, which
support students in the Greater Richmond Area. This includes the RJEC
Engineering Ingenuity Day Event at the Science Museum and our annual

responsible for planning,
budgeting and establishing
policy for the maintenance of
over 19,000 of Virginia's
highway bridges and large
culverts. He has 29 years of
engineering experience in structural design, bridge maintenance and
construction management. Before joining VDOT he worked as an
engineering consultant, where he was responsible for the management of an
office that performed bridge design, bridge inspection and bridge
maintenance services in the mid-Atlantic region.

planned in more locations than ever. The author presents information about
existing systems and a concept for a new system that can be built in
harmony with existing urban, suburban and rural environments.
Utilizing existing technologies, the lightweight network would supplement
other existing modes of transportation and could provide the following
advantages:
Shorter trip times in urban, suburban and rural areas
Ability for passengers to leave at will
Self-driving vehicles
Improved safety
Low cost to construct
Low environmental impact (stormwater management and disturbance
of habitat)
Low fuel cost per mile/reduced emissions
Low vehicle maintenance cost per mile
Shorter construction schedules
Ability to fit into existing urban and suburban environments
Expandability based on demand and interest
Lower maintenance cost

Program Manager
VDOT's Structure and Bridge Division is seeking an
individual to serve as the primary manager for a design
Job
Description
program within the project delivery section. The incumbent
will oversee teams of engineers and technical staff, and will
be responsible for the development of internal and external
bridge and structural plans.
Considerable knowledge of: leadership principles;
productivity and performance measurement assessment
practices; bridge, design, and structural analysis; FHWA
design practices and standards; state and FHWA
procurement laws, practices and policies; contract
management; and development of complex structural
projects and planning. Demonstrated ability to: manage a
structural engineering program; manage multiple work
teams of professional engineering and technical staff;
Minimum
oversee complex engineering projects; provide guidance on
Qualifications policy and procedure interpretation relating to program area;
develop and deliver effective communications both orally
and in writing; resolve issues of concern; provide leadership
to staff; evaluate productivity and performance; assess
workload distribution; delegate work; and develop high
performing work teams. Must also have considerable skills
in the use of a personal computer and Microsoft and
engineering related software. Position requires a
Professional Engineering Registration.
B.S. Degree in Civil Engineering with a major in structural
design and courses in engineering management and

leadership. Considerable experience at a managerial level
in: leadership of professional engineering staff, productivity
and performance management, oversight of project delivery,
the design and analysis of bridges and other structures,
and management of consultant contracts.
