The crazies are out

Ice shacks were scattered about on Nelson Dredge

downstream from the Fort Peck Power Houses over the
weekend and, looking at license plates in the parking
lot, anglers from Wolf Point, Havre and as far away
as Great Falls were giving it a try. Its not very good
today, the anglers in the photo said of Saturdays slow
action. But the ice is in excellent condition for those
who can put up with the bitter cold. Indeed, unlike last
years ice fishing season where a mild winter even had
the annual Ice Fishing Derby cancelled, its looking
like the hard-water anglers will get their licks in this
season. The Glasgow Area Chamber of Commerce
& Agricultures 19th Annual Ice Fishing Derby will be

theyre commonly known bass, yellow perch, carp,

prizes will be determined by number of entries. An
awards ceremony will follow at the Fort Peck Marina.
So, come February 27th, grab your pole and buy a

High school seniors encouraged to apply

for Barb Marsh Memorial Scholarship
All Valley County high school seniors are eligible
to apply for a substantial college scholarship that will be
awarded in February by the Hi-Line Sportsmen.
Scholarship winners will be announced at the
conservation groups first-annual fundraising banquet,
scheduled for Saturday, Feb. 18, 2017 at St. Raphaels
Catholic Churchs parish hall in Glasgow.
This is the third year the Barb Marsh Memorial
Scholarship will be presented to qualifying high school
seniors. But its the first year that the scholarship is
administered by the Hi-Line Sportsmen; previously the
scholarship was administered by the local chapter of the
National Wild Turkey Federation (Hi-Line Gobblers).
Scholarship applicants must possess a valid Montana
hunting license. Other considerations are community
service and participation in hunting and conservationoriented activities. Application deadline for the scholarship
is Jan. 20, 2017.

The scholarship is presented in memory of Barb Marsh,
a longtime supporter of wildlife conservation and local
youth, who died unexpectedly in January 2014. Each year
since her death, Barbs partner, Joe Younkin, has sponsored
a special rifle that is auctioned at the conservation banquet.
Proceeds from the previous years auction are distributed to
eligible high school students the following year.
The amount of the scholarship varies from year to
year since it is dependent on funds raised by the auction,
but in previous years, multiple $1,000 scholarships were
awarded to college-bound Valley County high schoolers.

As the 65th Montana Legislative session began on
Monday, January 2nd, this session will be about three
things: the budget, the budget, and the budget. While this
may not be a very fashionable statement, it is the truth.
In my short career as a Montana legislator, I have
watched the state budget surplus squandered away from
over $500 million in 2011, to $300 million in 2015, to nearly
nothing today. The size of state government has grown
incredibly under 12 years of Democrat governors, with
well over 1,000 new state employees and numerous new
spending programs. Republican-controlled legislatures
have tried to curb this growth in recent years; however the
Legislature only convenes for 90 days every other year.

Democrat executive branches that are in Helena yearround with large budget surpluses have proven to be too
great a temptation, and the urge to spend, spend, spend
has infected Helena. Unfortunately, that means now there
is almost no budget surplus left, tax revenue to the state is
falling, and we will very likely have to cut government in
order to balance our state budget.

You see, Montana is one of the lucky states that actually
has a balanced budget requirement in our state Constitution.
This means Montana cant spend more money than it takes
in (you know, like every normal household or business in
America). Montana cant deficit spend.

And between a sagging state economy due to record low
agriculture commodity prices, low oil prices, a decimated
coal industry, and non-existent timber industry, there isnt
as much tax revenue coming into the state as has been in
the past several years. As a result, I predict a relatively
quiet legislative session. Republicans and Democrats in the
Legislature realize the bleak budget outlook. The House
Appropriations Committee and the Senate Finance and
Claims Committee will have their work cut out for them,
balancing our state budget and trying to decide what statefunded programs survive and how much to cut state agency
budgets. There will be much gnashing of teeth and wailing,
but at the end of the day, cuts must be made. By law, we
cannot spend more than we take in.
I expect funding for our K-12 public schools to be done
early in the session, but I anticipate an inflationary increase
only. Governor Bullock has proposed a new state-funded prekindergarten program, but he does not propose how to pay
for it, and frankly I see no appetite in either the Republican or
Democrat caucuses for this proposal. Additionally, Governor
Bullock has proposed creating a new state agency, the Office
of Outdoor Recreation, but he again has suggested no
realistic means to pay for a new agency and the hundreds of
new state employees it would no doubt employ.

Letter to the Buzz

Brief Review of 2016 in St. Marie

facts, questions, opionion

Happy New Year Folks! Weve made it another

year without Going on to Glory. Yes, still alive to
welcome in the New Year and new President Elect.
It should be interesting Emptying the Swamp in
government, which was done in 2016 on a smaller
scale in St. Marie with much consternation and
renagulation. Events in Review in St. Marie:
1. Association takeover attempt failures 2
Sovereigns 3. Preacher 4. Evangelist 5. Ongoing
Litigation
TAKEOVER ATTEMPTS failed concerning the
Village Association and North Valley County Condo
Association (NVCCA). NVCCA was adjudicated
to be Not Legal at conception and at present. So
what about all the money and property taken by the
President and Manager in the name of NVCCA?
Extortion?
SOVEREIGNS tried and failed four times to gain
control of the Village Association. Some think the
use of special assessments, fines, and foreclosing on
others properties was forthcoming? Who knows? The
Sovereigns (DTM) ended up giving their 120 condo
units to Evangelist Collins.
EVANGELIST COLLINS was asked by yours
truly if his 501c-3 tax situation would become invalid?
He then promptly quit claimed those 120 units to
Hope, Homes, & Heroes out of Arizona who have a
10 page presentation on the internet. Collins then left
St. Marie.
A PREACHER previous to John Collins golfed in
mens league, was a scratch golfer, and gave me some
lessons. He signed over a 4-plex from the church to
himself and had sovereigns refurbish it. I questioned
him on his 501c-3 status. He left St. Marie but has
those units managed and rented out.
LITIGATION- The two investor/developers (Kelly
and Mitchell) have an upcoming court case involving
St. Marie Development Corporation and Terry-Lee
has a trial coming up in January. Both are carry overs
from 2016.
And there you have it Folks, the year that was in
St. Marie.

Ice fishing aint for everyone

Ice fishing is more like an extreme sport than any

other type of fishing. In my opinion, man wasnt meant to
walk on water. Listening to stories about hundreds of guys
getting stuck on an ice island in the Great Lakes just turn
me off of the excursion. It seems that you hear about more
guys who fall through the ice than those that dont. This
means the fishing must be really really good because no
one is talking about it.
Buried under 15 inches of snow is not my idea of a
good time. This winter is brutal and I have no problem
vocalizing my displeasure with it. A non-fishing buddy
says to me,Go ice fishing. Its not beneath you. It most
definitely is beneath me. If it wasnt Id be below it and
likely dead or a vegetable. (not a brussel sprout) The only
way anyone is getting me on that ice is with a raft strapped
to my back or my butt being towed out in a jonboat.
Why would I want to go ice fishing anyway? I have
perfectly good domestic ice in my freezer. Theres no
reason to go out in the wild to catch it. Once I catch it what
would I do with it then? Chop it up and make margaritas?
I wonder if my blender can double as an auger for the
desperate?
For now Ill keep my ice in my drink and let the fish
be. I know theyre just waiting for March when I can rip
a lipless crankbait or a suspending jerk by their nose. I
suppose thats one good thing about all this cold. It means
the fish will be hungry when they wake up from their
winter hibernation like Yogi Bear. Now where did I put
that picnic basket lure??? ~ Adam Mihara
