1.1 GENERAL
Welcome to ADCO Procedure Manual Volume 10 - Health, Safety, and Environment
Manual. The scope of the HSE Manual is to:
??Set company standards;
??Detail mandatory HSE requirements;
??Describe work guidelines and codes of practice;
??Provide HSE information and lessons learned from experience;
??Form the basis of HSE standards for inspection and HSE audits of both ADCO and
contractor operations.
The HSE Manual is to be used by ADCO employees and others who may be concerned in any
way with the safe working activities of the company.
This HSE Manual is designed to provide for consistency in setting out minimum HSE
requirements for Contractors to ensure both ADCO and Contractors work to the same
standards.
1.2 AIMS AND OBJECTIVES OF THE MANUAL
The aims and objectives of the manual are to provide staff with a usable document for
reference during day-to-day activities on all locations, specifically it aims to:
? Provide detailed procedures with regard to specific matters e.g. accident and incident
reporting and permit-to-work system operation.
? Detail standards which shall be adhered to, ensuring uniformity throughout ADCO
operations e.g. colour coding, isolation requirements for specific tasks.
? Provide guidance for other activities which should be used as the basis for location-
specific practices and procedures, e.g. welfare arrangements, contractor safety
management
The objectives are:
? To ensure a uniform approach to the management of health, safety and environmental
matters within ADCO
? To provide an up-to-date reference documents for ADCO and other staff who may need to
use it

? To ensure that suitable and sufficient health, safety and environmental information is
available to staff who require it
The content of the manual shall be subject to regular revision as required by changes to
legislation, improvements to practices and procedures based on experience gained and
modifications to national and international laws and standards.

1.4 COMPLIANCE
All information, instructions, specifications, standards, and statutory requirements contained
herein have been provided/stipulated by the company to the best of its’ knowledge.
Compliance with this HSE Manual shall not relieve employees and others who may be
concerned in any way with the operation or work of the company, its property or premises, of
the obligation to follow sound HSE practices.
1.4.1 Dispensation of the Standards
Any deviations from the HSE Manual Practices and Procedures shall have prior written
approval from the ADCO HSE Manager.
Area Managers may deviate from standard safe working practices and procedures following
production of a method statement detailing how the task will be undertaken and completion of
a comprehensive, approved risk assessment leading to the implementation of suitable and
sufficient precautionary measures to reduce hazard and risk to acceptable levels.
1.4.2 Contractor Management
Where necessary, ADCO shall conduct an initial administrative review of the contractor’s
HSE Plan to provide ADCO representatives with information on the contractors safe working
practices and procedures.
ADCO contractors shall develop and implement a health, safety, and environment plan in
support of the ADCO Health, Safety, and Environment Management System, HSE Manual
Vol. 10, and Manual 10/3 (Transportation and Road Safety)
All tender submissions to ADCO shall be assessed/audited by the appropriate Line
Management to determine the Contractor’s compliance with ADCO’s HSE requirements. As a
minimum, there shall be clear evidence of an effective Health, Safety, and Environment
Management System (HSEMS). A contract shall not be awarded if these minimum conditions
are not met and Contract Administrators shall verify these conditions.
ADCO retain the option to conducting an audit before issuing the contract followed
monitoring and inspection during actual operations to check/verify compliance with
the HSE Plan as submitted and approved.
1.4.3 Contractor HSE Rules and Conditions
The contractor shall ensure continued implementation of the required HSE Plan and that all personnel under his
control are aware of and comply with the contract rules and conditions.
HSE Rules and Conditions for Contractors are further explained in Part 36 of this
Manual.

Contractor’s obligations and contractual commitment shall include, but not limited to,
conducting an initial operation and worksite assessment; the implementation of an HSE Plan,
and conduct all operations in accordance with ADCO’s HSE Manuals and adopted standards.
1.5 HEALTH, SAFETY, AND ENVIRONMENT MANAGEMENT
The ADCO HSEMS is designed to provide a lifetime approach to HSE Management
concerning all ADCO activities from concept to de-commissioning and abandonment. It also
provides an overview for shareholders and others of ADCO practices and procedures for
comprehensive control of health, safety and environmental activities within areas under
ADCO control.
1.6 USER GUIDELINES
1.6.1 Manual Structure
This HSE Manual has been structured to facilitate accessibility to HSE information required
by ADCO employees and contractors. Each part is treated as a stand-alone document, having
its own revision status.
This allows changes and updates to be incorporated easily without the need for a full re-issue
of the complete Manual. The ADCO HSE Manual will also be made available on the ADCO
Website and in the public folder.
Electronically you can browse the document via ADCO-net, just go to Technical Folder on
the main web page and select HSE issues. Scroll HSE list that appears on the second page and
select Safety Manual - Volume 10.
Manual is also accessible via "Exploring my Computer" under Public Folder P: Drive
1.6.2 Registered Document Holder
The HSE Manual is a controlled document and as such is issued to Registered Document
Holders. It is the Registered Document Holder responsibility to maintain his copy up-to-date
and to ensure that all staff under his control has access to current information. All areas shall
provide Health, Safety & Environment Division with an updated list of all their document
holders.
It is the responsibility of the Registered Document Holder to ensure that he and his Users are
using the latest revision of this document. Current revision status details can be obtained from
the Health, Safety & Environment Manager 1 .

1.6.3 Change Proposals
As this is a ‘Live’ document, comments and suggestions from users are requested to assist in
keeping the contents of the Manual correct, relevant, and up-to-date. If in the course of using
the Manual personnel identify practices or procedures that may be considered incorrect they
should discuss a change proposal with their Supervisor. The Supervisor should then, via a
Registered Document Holder, submit proposed changes to the Health, Safety & Environment
Manager.
A change proposal form is included as Appendix A.
Change proposals will be collated and reviewed every six months and implemented as
appropriate, filed for implementation in the next revision of the Part, or rejected. Irrespective
of the outcome of the review, all change proposals will be replied to. Changes will be assessed
on the basis of hazard, risk and cost/benefit.
1. 6.4 Revision Status
Amendments to individual parts will be authorised by the ADCO Health, Safety &
Environment Manager and issued to Registered Document Holders and shall be inserted into
the Manual upon receipt. All amendments will be issued with an updated HSE Manual and
Part Revision Status sheet.
