The following are the studies conducted by local researchers which bear
relevance to the present study.
A study conducted by Gapangada (2003), an assessment of the role of barangay
tanods in mainstreaming peace and order. The study has shown that the effectiveness
of the performance of Barangay Tanod depends on the support of the community and
the institution where he belongs and his own perception and attitudes towards his role.
Results have shown the willingness of respondents consisting of local community
residents to provide him with support, food supply during ronda or even legal support.
Indeed Barangay Tanods are useful to the community. At present, Barangay Tanods are
considered not only as force multipliers but also important partners in preserving the
environment and useful public information dissemination agents. The results show the
positive approval rating of the respondents when asked about the effectiveness of Barangay
Tanods on various services that they render.
Another study conducted by Espinoza (2011), the study assesses the community policing
towards peace and order sustenance in the eight (8) municipalities of ²nd district of pangasinan. It
focused on profiling of community policing implementation, status of performance, level of
effectiveness and problems encountered for the period 2008-2010. The study has shown that the
Philippine National Police (PNP) rating in the ²nd district manifested a "highly effective" along
transparency as well as greater consultation and participation by PNP with community leaders and the
PNP as the protector of the people. The performance of PNP in solving index crime is "fair" and non
index crime is "excellent" and crime efficiency ratio rate is "satisfactory". Thus the results found out that
the PNP involvement in community policing relative to the peace and order is "effective".
A study conducted by Bautista et, al. (2015), the research evaluate the effectiveness of
PHILIPPINE NATIONAL POLICE PROGRAMS AS TOOLS FOR PEACE
AND ORDER IN MANDALUYONG [Link] results has shown the status of the maintenance of
peace and order through Philippine National Police Program and is perceived and rated by the
respondents as effective in three areas namely: Crime Prevention Measures; Crime Pre-emption
Measures and Community involvement, while the combined response of barangay residence and
officials in different barangays in Mandaluyong City indicate that Social Media Campaign of PNP was
slightly effective. Barangay officials, even the public believes that Police Mandaluyong has to exert more
efforts in implementing its program to attain peace and order. Police program in Mandaluyong City still
fall short in some aspects of crime prevention, maintenance of peace and order, coordination with other
government agencies and NGOs and in the management of human and material resources. The entire
PNP organization was very much affected in its performance due to lack of logistics support from the
government agencies concerned.
Another study conducted by Aquino et, al. (2013), assessing the EFFECTIVENESS OF THE CRIME
PREVENTION APPROACHES IN MANDALUYONG CITY. The study found out that the criminal cases
prevalent in Mandaluyong City are the following: Murder, Homicides, Rape, Physical Injury, Robbery,
Theft and Carnapping. Also the research has shown that there were several strategies towards crime
prevention approaches of the PNP to provide peace and order in the Mandaluyong City, namely:
Saturation Drive, OPlan Bandillo, Mystery Shopping, Baton and Katok, Employment of TMR, and
Implementation of Local Anti- Criminality Action Plan, Enhance PIPS/ Strategic Plans Operation and
scoreboard. The researchers concluded that the respondents from the business, education, health, and
youth sectors assessed as moderately effective the implementation of the Programs for peace and order
by their Local Chief Executive (LCE). In fact, all the barangays have organized a group of Barangay Tanod
which helps maintain the peace and order situation in their own respective places. Data also show that
they received good benefits in cash and in kind while serving their barangay constituents.
Another study conducted by Laru-an (2015), a descriptive study to determine the performance
of barangay tanod in San Jose, Antique, Philippines for the year 2013. The findings revealed that the
performance of barangay tanod was high as an entire group. These manifest the seriousness and
dedication of barangay tanod in performing their task as law enforcers in the barangay. Further, maybe
the barangay tanod were properly oriented, well-motivated to the task assigned to them for better
performance in compliance with the provision of the local government code and revised penal code.
This showed a strong confidence of all of barangay tanod to manage and perform their functions well
regardless of their duty. Furthermore, maybe due to their commitment and motivations to the service as
barangay tanod, whether young or old, educational attainment, length of service, and training attended,
they still maintain the same performance or accomplishment as law enforces in the barangay.
Those study mentioned are relevant to the study since those research also seeks to find out on
how effective peace and order is in different places. Thus, the researchers will have right knowledge
and advance wisdom for better understanding, ideas, directions and guidance relating to the subject.
