INTRODUCTION
1. Background
Facility-based delivery(FBD) rate, pre-natal care (PNC) comple on and post-partum care
(PPC) comple on rates are important service coverage indicators of maternal and child
health care. Specifically, providing a package of interven ons to intrapartum women and
post-partum women at health facility by skilled health professionals is proven to be effec ve
to reduce maternal mortality. Thus, the Philippine Department of Health (DOH) set the
na onal target of these indicators, and monitors their changes for direc ng interven on
strategies. The Field Health Services Informa on System (FHSIS) under DOH has a set of
defini ons for these indicators and provides aggregated sta s cs.

However, the rates computed based on the FHSIS defini ons, using Occurrence-based
data and Projected popula on, once aggregated at municipal level, do not reflect actual
status of the said services. Below is the typical example of discrepancies found in certain
municipali es.

3. The Purpose of RBTCL

Health workers do not need to collect
addi onal informa on for RBTCL. They are
simply expected to transfer some of the
data from the FHSIS TCL to RBTCL form. The
Project provided hands-on workshop to
orient health workers on how to accurately
extract and transfer the data.

collected data are shared and sustained a�er the Project ends�
