A RESOLUTION TO ADDRESS THE ISSUE OF STRAY DOGS IN


BARANGAY BILWANG AND ESTABLISH MEASURES FOR THEIR
CONTROL, CARE, AND PROTECTION

WHEREAS, Section 16 of the Local Government Code (Republic Act No.


7160) provides that every local government unit shall exercise powers to
promote the general welfare, which includes providing basic services to
ensure public safety, health, and convenience;

WHEREAS, the issue of stray dogs in Barangay Bilwang has posed risks to
public health, safety, and sanitation, with potential dangers including dog
bites, the spread of rabies, and the destruction of property;

WHEREAS, it is necessary to implement measures that balance the


welfare of both the residents and the stray dogs, ensuring humane
treatment of the animals while protecting public health and safety;

NOW, THEREFORE, on motion of Barangay Councilor Adrian Y. Jandayan,


duly seconded by Barangay Councilor Ramon F. Patricio, the Sangguniang
Barangay of Bilwang hereby resolves to:

SECTION 1: Stray Dog Control Program

The Barangay shall establish a Stray Dog Control Program aimed at


addressing the presence of stray dogs within the barangay. This program
shall include the following:

a) Capture and Containment – The barangay, in coordination with the


Municipal Veterinary Office, shall organize regular operations to humanely
capture stray dogs found roaming public spaces. Captured dogs will be
temporarily housed in an appropriate facility.

b) Vaccination and Health Monitoring – Captured dogs shall be


examined by licensed veterinarians to check their health condition and
ensure they are free from contagious diseases, especially rabies.
Vaccination, particularly anti-rabies vaccination, shall be prioritized.

c) Adoption and Rehoming Program – The barangay shall promote the


adoption of stray dogs by responsible residents. Proper screening will be
conducted to ensure that adopters can provide adequate care for the
dogs.

d) Humane Treatment and Euthanasia – If rehoming is not possible,


and the stray dog is deemed dangerous or terminally ill, humane
euthanasia shall be conducted in accordance with the Animal Welfare Act
(Republic Act No. 8485), ensuring no unnecessary suffering of the animals.

SECTION 2: Public Awareness Campaign

The Barangay shall initiate an educational campaign to raise awareness


on responsible pet ownership. This includes encouraging residents to:

a) Register and vaccinate their pets with the appropriate local offices; b)
Keep their dogs within their property to prevent them from roaming public
areas; c) Provide proper care, food, and shelter for their pets.

SECTION 3: Fines and Penalties for Irresponsible Pet Owners

Pet owners who are found to allow their dogs to roam freely without
proper supervision or registration shall be subject to penalties as
prescribed by existing municipal or barangay ordinances. Fines may be
imposed based on the frequency of violations.

SECTION 4: Coordination with Other Government Agencies

The Barangay shall work closely with the Municipal Veterinary Office, local
animal welfare groups, and other relevant agencies to effectively
implement the provisions of this resolution.

SECTION 5: Funding

The necessary funds for the implementation of this resolution shall be


sourced from the barangay’s available funds or through solicited
assistance from the Municipality or other possible donors and
organizations.

SECTION 6: Effectivity

This Resolution shall take effect immediately upon approval.

Barangay Ordinance No. ______________

An Ordinance Regulating Stray Dogs and Ensuring Public Safety in Barangay Bilwang

WHEREAS, it is the duty of the Barangay to promote public safety, maintain cleanliness,
and ensure the health and well-being of its residents;

WHEREAS, stray dogs roaming in public places have become a concern for the safety of the
residents and the cleanliness of the community;

WHEREAS, the presence of stray dogs has caused various public disturbances, spread
diseases, and posed risks, especially to children, elderly, vulnerable individuals and
commuters.

NOW, THEREFORE, be it enacted by the Sangguniang Barangay of Barangay Bilwang in


session assembled:

Section 1. Title

This ordinance shall be known as the "Stray Dog Control and Public Safety Ordinance of
Barangay Bilwang."

Section 2. Definition of Terms

 Stray Dog: Any dog found roaming in public places without a collar, leash, or any
indication of ownership.
 Public Places: Includes streets, parks, schools, markets, plazas, and any other area
accessible to the public.
 Owner: Any person who keeps, harbors, or feeds a dog or allows it to remain on their
premises.

Section 3. Responsibilities of Dog Owners

a. All dog owners are required to ensure that their dogs are properly confined within their
premises or under their control when outside, using leashes or proper restraints.
b. Owners must ensure that their dogs are vaccinated and provided with the necessary
veterinary care.
c. Owners must provide collars or identification tags on their dogs at all times.
d. Owners are responsible for cleaning up after their dogs in public spaces.

Section 4. Impounding of Stray Dogs


a. Stray dogs found roaming in public places shall be caught and impounded by the Barangay
or authorized personnel.
b. Impounded dogs shall be held for a period of seven (7) days. Owners may reclaim their
dogs within this period upon payment of an impounding fee of ₱ 200.00 and proof of
vaccination.
c. After the seven (7) days holding period, unclaimed dogs shall be made available for
adoption, and if unadopted, may be humanely euthanized following the guidelines of the
Animal Welfare Act.

Section 5. Dog Catching and Impounding Mechanism

a. The Barangay shall designate trained personnel or partner with appropriate agencies to
catch stray dogs in a humane manner.
b. The Barangay will allocate a temporary holding facility for impounded dogs that meets
minimum standards for animal welfare.

Section 6. Penalties

a. First Offense: A warning and a fine of ₱500 shall be imposed on the dog owner.
b. Second Offense: A fine of ₱1,000 and mandatory attendance at a Barangay seminar on
responsible pet ownership.
c. Third and Subsequent Offenses: A fine of ₱2,500, and the dog may be subject to
permanent impounding without the possibility of retrieval by the owner.

Section 7. Vaccination and Neutering Programs

The Barangay shall collaborate with veterinary clinics, animal welfare groups, and relevant
agencies to provide free or low-cost rabies vaccinations and neutering services to residents.

Section 8. Public Awareness Campaign

The Barangay shall initiate public information campaigns regarding responsible pet
ownership, the dangers of stray dogs, and the benefits of animal welfare practices.

Section 9. Implementation

The Barangay Council, in coordination with the Barangay Tanods, local veterinarians, and
animal welfare groups, shall implement this ordinance.

Section 10: Funding


The necessary funds for the implementation of this resolution shall be sourced from the
barangay’s available funds or through solicited assistance from the Municipality or other
possible donors and organizations.

Section 11. Separability Clause


If any provision of this ordinance is declared unconstitutional or invalid, other parts or
provisions shall not be affected and will remain in force and effect.

Section 12. Effectivity

This ordinance shall take effect fifteen (15) days after its publication in at least two (2)
conspicuous places within the Barangay.
