OF THE DEPARTMENT OF LGU SAN JACINTO, MASBATE

1.0 RATIONALE
The LGU SAN JACINTO, MASBATE rewards, and recognition system encourage and
recognize creativity, innovativeness, efficiency, integrity, and productivity in public
service. The LGU-San Jacinto adopts the Program on Awards and Incentives for
Service Excellence (PRAISE) pursuant to the provisions of the Civil Service
Commission (CSC) Resolution No. 010112, CSC Memorandum Circular No. 1 s. 2001
specifically items 6.0 "Incentives" and 6.1"Extempore Stakeholder Praise (ESP) - to
further motivate employees to deliver beyond service level expectations and live out
desirable behavior other than those being awarded herein, and to instill the culture of
immediate and direct appreciation".
2.0 BASIC POLICIES
2.1 LGU SAN JACINTO, MASBATE shall establish its own employee suggestion and
incentives and awards system.
2.2 The System shall be designed to encourage creativity, innovativeness, efficiency,
integrity, and productivity in the public service by recognizing and rewarding
officials and employees, individually or in groups for their suggestions, inventions,
superior accomplishments, and other personal efforts that contribute to the
efficiency, economy, or other improvement in government operations, or for other
extraordinary acts or services in the public interest.
2.3 The LGU SAN JACINTO, MASBATE PRAISE shall adhere to the principle of
providing incentives and awards based on performance, innovative ideas, and
exemplary behavior.
2.4 The LGU SAN JACINTO, MASBATE PRAISE shall emphasize the timeliness of
giving awards or recognition. Aside from the conferment of awards during the
traditional or planned awarding ceremonies, the spirit of an on-the-spot grant of
recognition shall be institutionalized.
2.5 The LGU SAN JACINTO, MASBATE PRAISE shall provide non-monetary awards
and incentives to recognize, acknowledge and reward productive, creative,
innovative, and ethical behavior of employees through formal and informal modes.
2.6 The LGU SAN JACINTO, MASBATE PRAISE shall be institutionalized through the
creation of a PRAISE Committee.
The LGU SAN JACINTO, MASBATE PRAISE Committee shall have the following
composition:
Head of agency;
• Head of the financial unit or equivalent;
• Head of the planning unit or equivalent;
• A highest ranking employee in charge of human resource management or the
career service employee directly responsible for personnel management; and
• Two (2) representatives from the career rank-and-file employees must be
chosen through general assembly or any other mode of selection to be
conducted for the purpose or designated by the registered employee’s
organization, in the absence of an accredited one. There must be one
representative from the first level and one from the second level. Both shall
serve for a period of two (2) years.
2.6.1 The LGU SAN JACINTO, MASBATE PRAISE Committee Members, as
assisted by the Secretariat and the Technical Working Group (TWG) shall
have the following functions:
a) Collect the posted commendations specified under Item No. of the
same DO within the first week of each month, and evaluate the same;
b) Prepare plans and identify a token amounting to not more than One
Thousand Pesos (₱ 1,000.00) to be given to commended employee/s
depending on the annual/semestral/on-the-spot incentives;
c) Ensure that productivity, innovative ideas, suggestions, and exemplary
behavior can be identified, considered, managed, and incentivized
continuously to cover employees at all levels;
d) Establish the committee's internal procedures and strategies, from the
orientation of LGU SAN JACINTO, MASBATE employees •and
stakeholders regarding the LGU SAN JACINTO, MASBATE-PRAISE to
the resolution of rewards and recognition-related concerns brought
before it;
e) Administer, monitor, evaluate, and continually improve the rewards and
recognition system in the LGU-San Jacinto;
f) Ensure that the LGU SAN JACINTO, MASBATE awards, and guidelines
are aligned and consistent with DO No. 33; and
g) Any other related functions that will ensure the effective implementation
of the incentive and awards system in the LGU-San Jacinto.
The Technical Working Group (TWG) shall have the following specific
responsibilities:
a) Administer the conduct of the preliminary evaluation for the regional-
level awards; and
b) Revisit and recommend continually the enhancement of the existing
policy manual.
The Secretariat shall have the administrative functions as follows:
a) Prepare correspondence, memoranda, reports, and other similar
documents relative to the function of the Committee;
b) Issue notices of meeting to all members of the Committee;
c) Maintain records of Committee deliberations and other documents
relative to the giving of awards and incentives;
d) Prepare minutes of the Committee meetings and corresponding
communications to the Secretary and Local Chief Executive, if required;
and
e) Prepare an annual report on the accomplishment of the Committee.
3.0 PURPOSE/OBJECTIVES
To recognize and reward the officials, employees, and personnel of LGU SAN JACINTO,
MASBATE individually or in groups, for their interventions, superior achievements,
exemplary accomplishments, and other personal efforts that contribute to the efficiency
and another improvement in service operations giving incentives for their exemplary
performance in their respective jobs and to further motivate employees to deliver beyond
service level expectations. To boost morale, increase rapport among
personnel/employees, and promote continued development in the workplace.
4.0 EQUAL OPPORTUNITY PRINCIPLE POLICY
The LGU SAN JACINTO, MASBATE Rewards, and Recognition System shall promote
uniformity and consistency in the implementation of the awards and incentives program.
It shall ensure that those belonging to the specialized/persons with disabilities group shall
not be left behind because of their limitations and restrictions. It shall recognize and
reward officials and employees, individually or in groups for their valuable contributions,
innovative ideas, superior accomplishments, exemplary performance, extraordinary acts
or services, and other personal efforts which contribute to the efficiency and
improvement of the operation and client service that leads to productivity and
development.
It shall warrant that no qualified individual shall be excluded because of age, gender, civil
status, disability, religion, ethnicity, social status, income, class, political affiliation, or
other similar factors or personal circumstances which run counter to the principle of equal
opportunity.
The LGU SAN JACINTO, MASBATE PRAISE Secretariat, and TWG shall ensure that
nomination forms and citation of accomplishments are written in accordance with the
office policy on the use of gender-fair and disability-friendly language as prescribed in
CSC Memorandum Circular No. 12 s. 2005 and other pertinent policies.
The conduct of related activities shall guarantee that people who live with physical or
sensory impairments are not limited to participating.
The LGU SAN JACINTO, MASBATE PRAISE Committee shall guarantee the adoption
of the Equal Opportunity Principle in all stages of the search and awarding of the annual,
semi-annual, and on-the-spot incentives.
5.0 SCOPE AND COVERAGE
This covers all employees on a permanent and contractual status with the employer-
employee relationship in LGU SAN JACINTO, MASBATE.
6.0 DEFINITION OF TERMS
6.1 Award - recognition which may be monetary or non-monetary conferred on an
individual or group of individuals for ideas, suggestions, inventions, discoveries,
superior accomplishments, exemplary behavior, heroic deeds, extraordinary acts or
services in the public interest which contribute to the efficiency, economy, and
improvement in government operations which leads to organizational productivity.
6.2 Employee - an individual who has an employer-employee relationship in LGU SAN
JACINTO, MASBATE regardless of employment status, e.g. regular or contractual.
6.3 Incentive/s - The process of encouraging positive action or behavior, promoting
productivity, innovativeness, and excellence in public service.
6.4 Performance Period - January to June and July to December of every year, for
which the minimum rating period shall cover at least ninety (90) calendar days or
three (3) months within each period.
6.5 System- the agency awards and incentives program for employees.
7.0 LEVEL ANNUAL AND SEMI-ANNUAL AWARDS
The LGU-San Jacinto shall continuously search, screen, and reward deserving
employees to motivate them to improve the quality of their performance and instill
excellence in public service. As such the following types of awards shall be regularly
awarded:
7.1 Star Employee - Granted to any first or second-level employee regardless of age,
gender, civil status, disability, religion, ethnicity, social status, income, class,
political affiliation, employment status, or other similar factors, who excels among
peers and has been proven to be of great worth in the achievement of the goals of
the LGU-San Jacinto. No nominations shall be accepted/needed for this award as
the value of the contribution/performance of the chosen employee must be of great
significance that the committee, or the organization as a whole, can only make the
apparent choice of granting the recognition to him/her.
Considering the different scope and functions of each level of employees, the Star
Employee recognition is categorized into two (2), to wit:
■ Star Employee - Division Chief Level
■ Star Employee - Technical and Administrative Staff Level
The PRAISE Committee shall be guided with the following in identifying which
employee may be recognized:
7.1.1 Qualifications:
[Link]. Has rendered continued service for at least one (1) year with LGU
SAN JACINTO, MASBATE before evaluation;
[Link]. Has been rated at least OUTSTANDING or its equivalent for the last
two (2) consecutive rating periods preceding the evaluation;
[Link]. Has no pending administrative or criminal case and has not been
found guilty of any administrative or criminal case at the time of
evaluation;
[Link]. Employees must have an overall score of at least 90% in the final
deliberation to be recognized.
7.1.2 Criteria:
a. Noteworthiness of Outstanding Performance (50%)
The degree of uniqueness and originality of outstanding performance or
contributions. Rating will be based on the Division/Individual Performance
Accomplishment Report (D/IPAR).
b. Impact of Contributions in the Workplace (30%)
The extent to which the extraordinary/outstanding performance has created a
powerful effect or impact on the organization or public. Qualified employees
will submit a list of significant contributions directly or not directly related to
the OPCR with justifications, thus,
Contributions directly related to OPCR (20%)
Contributions not directly related to OPCR (10%)
c. Work-related Behavioral Attributes (20%)
To be rated by the immediate supervisor and approved by the Local Chief
Executive using the Work-related Behavioral Appraisal Form (Attachment 1).
Attitude (4%) - The interest and enthusiasm towards work and regard for
office policies and superiors);
Dependability (4%) -The trust and confidence placed on the employee to
carry out assigned tasks with minimum instructions/ supervision;
Communication Skills (4%) - Ability to effectively express thoughts, ideas,
and instructions verbally and in writing;
Initiative (4%) - Getting the work done without the need for directions and the
ability to devise new methods and procedures to improve work; and
Professional Ethics (4%) - Adherence to the highest standards of personal
conduct in the discharge and execution of official duties and functions. Shows
high regard for people at all levels.
7.1.3 Procedures:
[Link] The MHRMO shall submit to the PRAISE TWG within 5 working days
of January of the current year the D/IPARs with the summary of the
list of all employees with a consecutive assessment rating of "5" for
the two (2) rating periods of the preceding year;
[Link] The PRAISE TWG shall conduct the pre-evaluation of LGU SAN
JACINTO, MASBATE employees included in the list on the 2nd
week of January based on the approved D/IPAR ratings of the
preceding year;
[Link] Based on the initial result of the evaluation, the PRAISE TWG will
post the list of all qualified employee/s to the Ace Employee as the
basis of the qualified employee/s for the submission of the
justifications including supporting documents thereof;
[Link] Upon compliance, the PRAISE TWG shall gather all the documents
submitted and initially tabulate evaluation results based on the
established criteria using PRAISE Form 1;
[Link] On a scheduled date, the PRAISE Committee with the Secretariat
shall convene to deliberate the candidates for the Star Employee of
the Year and recommend to the Head of the Agency; and
[Link] In case of a tie, the determination of the recognition shall be
determined by the Head of Agency.
7.1.4 Award:
Certificate of recognition, token amounting to not more than ₱ 1,000.00 and
the opportunity to be included in the roster of Orgullo Awardee of LGU SAN
JACINTO, MASBATE Bulletin board, and social media accounts.
7.2 Orgullo of Excellence - Granted to the top performing division of the organization
working towards the key priority programs/projects/activities, based on meeting the
organization's performance targets and other pre-determined criteria. The division
should have demonstrated teamwork/camaraderie shown by constant
communication, coordination, cooperation, and cohesiveness among its
teammates. Each teammate should have a verifiable/actual contribution to the
attainment of the division's accomplishment. No nominations shall be
accepted/needed for this recognition as the PRAISE Committee shall evaluate all
divisions and their accomplishments from the preceding year.
7.2.1 Qualifications:
[Link] All teammates in a division have been rated "Outstanding" or its
equivalent for the last two (2) consecutive rating periods preceding
the evaluation;
[Link] There shall only be one division awardee per year; and
[Link] To qualify, the division must have an overall score of at least 90% in
the final deliberation.
7.2.2 Criteria:
The Orgullo of Excellence shall follow the same criteria with Star Employee.
To determine the qualified division, the individual rating of the employee of
the division shall be computed to get the average score of the division.
7.2.3 Procedures:
The same procedures shall be followed under the Star Employee. Scores
shall be tabulated using PRAISE Form 2.
7.2.4 Award:
The team shall receive a plaque and token amounting to no more than ₱1,000.00
and the opportunity to be included in the roster of the Orgullo Awardee of LGU
SAN JACINTO, MASBATE Bulletin board, and social media accounts.
7.3 Outstanding Employee - Conferred to employees of LGU SAN JACINTO,
MASBATE with outstanding performance rating at the end of the semester
regardless of age, gender, civil status, disability, religion, ethnicity, social status,
income, class, political affiliation, employment status or other similar factors.
7.3.1 Qualifications:
[Link] Has rendered at least one year of service in LGU SAN JACINTO,
MASBATE from the date of evaluation;
[Link] Has obtained a performance rating of "5" in the latest rating period;
[Link] The performance rating shall strictly cover the 6 months'
performance of the employee;
[Link] The employee who rendered less than 6 months shall not qualify,
due to the following:
a. Consecutive Leave of Absence for at least a month due to
sickness and any other reasons;
b. Leave of Absence for at least a month due to maternity leave;
c. Study Leave of at least a month;
d. Employees in AWOL status; and
e. Employees who attended in-house short courses of at least a
month during the covered period.
[Link] Has no pending administrative or criminal case at the time of
evaluation.
7.3.2 Procedures:
[Link] The MHRMO shall endorse to the PRAISE Secretariat within five (5)
working days of the 1st month of the ensuing semester the list of all
employees with a rating of "5"; and
[Link] Together with the list of eligible employees, the PRAISE Secretariat
shall accomplish PRAISE Form 3 to be forwarded to the PRAISE
Committee for final evaluation.
7.3.3 Award:
Certificate of recognition and token amounting to not more than ₱ 1,000.00
and the opportunity to be included in the roster of the Wall of LGU SAN
JACINTO, MASBATE Bulletin, and social media accounts.
7.4 Lifelong Learner - Conferred to permanent or contractual employees of LGU SAN
JACINTO, MASBATE, regardless of age, gender, civil status, disability, religion,
ethnicity, social status, income, class, political affiliation, employment status, or
other similar factors, who continually undergo self-development by completing a
course/degree or by attending training and seminars relevant to employees' job or
professional career at one's initiative.
7.4.1 Qualifications:
[Link] All permanent and contractual employees of LGU SAN JACINTO,
MASBATE are automatically nominated;
[Link] Submission of documents shall be on or before the 1st week of
January of every year;
[Link] For the initial year of implementation of the Elite Leaner,
training/seminars were attended 3 years before the date of
nomination may be considered. For the succeeding year, only those
that were attended for the current year shall be subject to evaluation;
and
[Link] The employee with the highest points shall be conferred with the
recognition.
7.4.2 Criteria:
■ Short courses
(attended at least a month; not more than a year) 10 points
■ Long courses (more than a year) 20 points
■ Master’s Degree 20 points
■ Doctor's Degree 20 points
■ Training (every 4 hours of training) 2 points
■ Seminar (every 8 hours of the seminar) 2 points
In case the training or seminar attended is less than 4 or 8 hours, respectively, 1
point will be given.
7.4.3 Procedures:
[Link] Interested employee/s shall submit all proof/evidence of
course/degree completed and training/seminars attended to the
MHRMO on or before the 1st week of January of every year for
validation. The documents must be fastened in a long white folder
upon submission and shall include a summary list of courses/degrees
completed and training/seminars attended, arranged in chronological
date of completion/attendance;
[Link] The MHRMO, upon initial evaluation, shall endorse the documents to
the PRAISE Secretariat within five (5) working days from the receipt of
the same. The HRMO-Designate may exclude pertinent documents
that may be deemed not in accordance with the existing guidelines
and shall immediately return the said supporting documents to the
concerned employee; and
[Link] The PRAISE TWG shall tally all the validated documents using
PRAISE Form 4 and forward them to the PRAISE Committee and
Secretariat for review and final validation.
7.4.4 Award:
Certificate of recognition and token amounting to not more than ₱1,000.00
and the opportunity to be included in the roster of the Wall of LGU SAN
JACINTO, MASBATE Trese-ures, LGU SAN JACINTO, MASBATE Bulletin,
and social media accounts.
7.5 The Initiator - Conferred to employees who actively contribute to their group and
hold the team together; from their willingness to provide support to their colleagues
to achieve a common goal or to complete a task most effectively and efficiently.
7.5.1 Qualifications:
[Link] The nominee employee is an employee of LGU SAN JACINTO,
MASBATE regardless of employment status (regular/contractual),
age, gender, civil status, disability, religion, ethnicity, social status,
income, class, political affiliation, employment status or other similar
factors.
[Link] A nominee employee demonstrated the qualities of being an Initiator:
a. Cooperates with others to accomplish a job and responds to
requests for assistance and takes the initiative to help;
b. Sustains good relationships with colleagues and expresses
thoughts and ideas clearly, directly, honestly, and with respect for
the work of others.
c. Receives criticism without reacting defensively/debating and
arguing, can absorb, understand, and consider ideas and points
of view from other people; and
d. Shares credit, emphasizes team over self, and defines success
collectively rather than individually.
[Link] To be hailed as The Initiator, he/she must have at least 60% casted
votes under his/her name out of the total voting population (e.g. if the
voting population is 20, the nominee employee must have at least 12
votes).
7.5.2 Procedures:
[Link] Each of the LGU SAN JACINTO, MASBATE employees can nominate
only one (1) colleague supported with justification using the
Nomination Form (Attachment 2) at the beginning of the year;
[Link] Upon gathering all the nomination forms, the PRAISE TWG shall
conduct a preliminary evaluation and submit to the PRAISE
Secretariat the list of qualified nominee/s for shortlisting.
[Link] Upon receipt of the documents, the PRAISE Secretariat shall post the
following in the LGU SAN JACINTO, MASBATE Bulletin Board:
• Shortlisted nominees;
• Procedures on how to vote; and
• Voting period.
[Link] The PRAISE Secretariat will gather the sealed ballot and forward the
same to the PRAISE Chairperson. Only the latter, together with the
Vice-Chairperson shall be allowed to tabulate and announce the
results of the ballot counting using PRAISE Form 5; and
[Link] In case no nominee gathered the minimum required votes, the
PRAISE Committee will post and announce the same.
7.5.3 Award:
Certificate of recognition, token amounting to not more than ₱ 1,000.00 and
the opportunity to be included in the roster of the Orgullo Awardee of LGU
SAN JACINTO, MASBATE Bulletin, and social media accounts.
7.6 Brilliant Mind- Conferred to employee/s, regardless of age, gender, civil status,
disability, religion, ethnicity, social status, income, class, political affiliation,
employment status, or other similar factors, who continuously bring new ideas,
creativity, and innovation in the LGU-San Jacinto.
7.6.1 Qualifications:
[Link] Has rendered at least one (1) year of service to LGU SAN JACINTO,
MASBATE before nomination;
[Link] Nominations should be supported with necessary
documents/evidence;
[Link] Any employee from the LGU-San Jacinto can nominate;
[Link] For its initial implementation, the recognition shall be given at once
based on the preceding year's initiatives exhibited by the nominee;
For the current year, recognition is given to every brilliant idea/initiative by the
employee during the year;
[Link] To be recognized, the nominee must have an overall score of at
least 90% in the final deliberation; and
[Link] Has no pending administrative or criminal case at the time of the
nomination and has not been found guilty of any administrative or
criminal case at the time of nomination;
7.6.2 Criteria:
[Link] Exemplify a sense of determination and creativity towards a
project/activity;
[Link] Introduce new ideas/techniques/styles in the workplace;
[Link] An initiative that aligns with and embodies the welfare of its
coworkers and clients as well;
[Link] Not limited to work-related events but include initiatives that exhibit
unique and meaningful ways; and
[Link] The initiative should have a profound impact and be sustained and
implemented in the workplace and/or office activities:
a. The impact could mean, for work-related initiatives, reduce
timelines of workload, ease of doing business with clients,
employee self-enhancement, etc.; and
b. Non-work-related initiatives may include those beyond the
mandate of the office. It may be for personal/relationship growth
and the like

7.6.3 Procedures:
[Link] Since this is based on ideas/initiative, nomination for this recognition
may be conducted at any time of the year;
[Link] LGU SAN JACINTO, MASBATE employees can nominate more
than one (1) colleague provided with
evidence/justification/necessary documents;
An employee can receive this recognition more than once per year;
[Link] The LGU SAN JACINTO, MASBATE PRAISE TWG shall collect and
evaluate all nominations every December of the year and will
endorse initial tabulation to the PRAISE Committee and Secretariat
for review and final validation using PRAISE Form 6.
7.6.4 Award:
Certificate of recognition, token amounting to not more than ₱ 1,000.00 and
the opportunity to be included in the roster of the Orgullo Awardee of LGU
SAN JACINTO, MASBATE Bulletin, and social media accounts.
7.7 Customer Service Champ - Conferred to an employee, regardless of age, gender,
civil status, disability, religion, ethnicity, social status, income, class, political
affiliation, employment status, or other similar factors, who demonstrates
excellence in client service and maintains a positive working relationship with its
internal/external clients. This recognition may be received through nomination
and/or through a letter of commendation from the clients. This recognition will be
given every semester.
7.7.1 Qualifications:
[Link] Has rendered at least one (1) year of service in LGU SAN JACINTO,
MASBATE before evaluation or recognition;
[Link] Has obtained a performance rating of at least "4.5" in the last rating
period;
[Link] Has no record of formal disciplinary action due to conduct of
irregular transactions;
[Link] Has no reported direct complaint received from internal/external
clients on the semester covered by the nomination or six (6) months
prior to recognition;
[Link] The original commendation letter received for recognition has been
properly received and uploaded in the office OMS.
7.7.2 Procedures:
Through nomination:
[Link] Each of the LGU SAN JACINTO, MASBATE employees or clients
will be given the chance to nominate one (1) employee every first
week of July for the 1st semester and January of the ensuing year
for the second semester performance period using the PRAISE
nomination form. The nomination shall be submitted to the PRAISE
TWG no later than 5 pm on the last working day of the above-
mentioned week.
[Link] The PRAISE TWG shall conduct a pre-evaluation of the nominee/s
based on qualifications provided herein and randomly select ten (10)
internal clients (Technical Staff) for FAD personnel and external
clients (client agencies) for the Technical Staff handled by the
nominee. The random selection of said clients shall be done through
an online "draw lots" system. This will be done on the following week
of the nomination;
[Link] The PRAISE TWG will email the PRAISE Client Feedback Form
(with the encoded name of the nominee) to the randomly selected
clients using the official email account of LGU SAN JACINTO,
MASBATE PRAISE TWG to the email address of internal/external
clients. The clients will be given three (3) working days to send back
the accomplished PRAISE Client Feedback Form;
[Link] Only the first five (5) accomplished PRAISE Client Feedback Forms
received within the prescribed deadline shall be considered in the
tabulation. In case of failure to get five (5) accomplished PRAISE
Client Feedback Forms, the secretariat will follow up through email
with the internal/external clients and communicate the two working
day extensions. If the secretariat cannot get the required PRAISE
Client Feedback Form needed after the extension, the concerned
nominee will be automatically disqualified;
[Link] The PRAISE TWG will compute the average score of received client
feedback rating by each nominee using PRAISE Form 7 and forward
results together with the accomplished PRAISE Client Feedback
Form to the PRAISE Committee and Secretariat for deliberation; and
[Link] In case of a tie, the recognition shall be determined by the Head of
the Agency.
Through a letter of commendation from clients:
[Link] The DMS in charge shall forward to the Head of PRAISE TWG the
letter recognizing an employee's excellence in providing services
and technical assistance;
[Link] The PRAISE TWG will conduct the evaluation based on the
qualifications provided herein using PRAISE Form 7A and forward
results together with the letter, within 2 working days, to the PRAISE
Committee and Secretariat for final evaluation/validation.
7.7.3 Award:
Certificate of recognition, token amounting to not more than ₱ 1,000.00 and
the
opportunity to be included in the roster of the Orgullo Awardee of LGU SAN
JACINTO, MASBATE Bulletin, and social media accounts.
8.0 ON-THE-SPOT AWARDS
8.1 Procedures:
a) The concerned employee shall report any lost and found belonging
and/or important documents in the office of the Local Chief Executive
through the office of the MHRMO;
b) Upon approval of the PRAISE Chairperson, the PRAISE Secretariat shall
prepare the appropriate award/s; and
c) The awarding of the Certificate of Recognition shall be handed by the
Local Chief Executive together with all the staff immediately after the
event.
8.2 The "Dumbledore” is Conferred to an employee who is considered the
"wisest member” of the team. This employee uses his/her wisdom to resolve
immediately work-related issues of the team.
8.2.1 Procedures:
a) Upon approval of the PRAISE Chairperson, the PRAISE
Secretariat shall prepare the appropriate award/s; and
b) The awarding of the Certificate of Recognition shall be handed by
the Local Chief Executive together with all the staff immediately
after the receipt of the letter of commendation.
8.2.2 Award:
Certificate of recognition and the opportunity to be included in the roster
of the Orgullo Awardee of LGU SAN JACINTO, MASBATE Bulletin, and
social media accounts.

10.0 EVALUATION AND SCREENING
10.1 Only nominations with a complete set of documentary requirements as of the
deadline for the submission thereof shall be evaluated by the LGU SAN
JACINTO, MASBATE PRAISE Committee;
10.2 Multiple nominations of an employee or team of employees in a single
category shall be evaluated as one;
10.3 LGU SAN JACINTO, MASBATE PRAISE Committee and its Secretariat and
TWG who are considered and/or nominated in any of the above, shall inhibit
him/herself from participating in the evaluation/deliberation thereof;
10.4 In no case a nominee be disadvantaged in the evaluation for his/her
characteristics and other biographic data;
10.5 The nominee's qualifications vis-a-vis the respective award category's criteria
shall be evaluated based on the information contained in the documents
submitted in support of the nomination. However, the LGU SAN JACINTO,
MASBATE PRAISE Committee is not precluded from requiring additional
information as a means of verification;
10.6 Any misrepresentation made in any of the documents submitted shall be a
ground for disqualification and the imposition of sanction pursuant to
applicable laws;
10.7 An employee who already separated from the service as of the LGU SAN
JACINTO, MASBATE PRAISE Committee's issuance of its decision is still
entitled to receive the recognition as long as his/her nomination was made
before the effectivity of his/her separation;
10.8 The LGU SAN JACINTO, MASBATE PRAISE Committee shall issue a
written notice of its decision within twenty (20) working days from the
deadline for the submission of nominations. Said notification shall contain the
following information:
a. Name of nominee/s qualified for each incentive/recognition category;
b. Brief description of each incentive/recognition category; and
c. Information regarding the official recognition and conferment.
10.9 In its first year of implementation, the annual recognitions - Star Employee,
Orgullo of Excellence, Lifelong Learner, The Initiator, and The Brilliant Mind
shall consider in the evaluation and screening of the FY 2023 (January to
December) performance of the nominees. The semestral/on-the-spot
recognitions - Outstanding Employee and Costumer Service Champ shall
cover the nominees' performance starting January 1, 2022, onwards.
11.0 THE LGU SAN JACINTO, MASBATE ORGULLO ANNUAL AWARD
To implement this policy manual, the LGU SAN JACINTO, MASBATE shall
institutionalize the LGU SAN JACINTO, MASBATE Orgullo Annual Award.
The LGU SAN JACINTO, MASBATE Orgullo Annual Award is an annual
recognition program of LGU SAN JACINTO, MASBATE to reward the officials and
employees, either individually or in a group, who have manifested a high level of
professionalism, service excellence, innovativeness, dedication and compassion in
work that contribute to office productivity and quality delivery of essential services.
The Orgullo Awards will recognize, commend, and honor the Sons and Daughters,
as well as institutions and agencies of San Jacinto, for the honors and pride they
have given to our beloved San Jacinto
The LGU SAN JACINTO, MASBATE Orgullo Annual Award shall be conducted in
April of every year on the occasion of the founding anniversary of the LGU-San
Jacinto. Semestral recognitions may be conferred during the Civil Service Month
celebration in September of every year. For the FY 2023 performance, the
recognition will be given during the Civil Service Month celebration in September.
12.0 FUNDING SOURCE AND PROCUREMENT REQUIREMENTS
Incentives under the Extempore Stakeholders Praise (ESP) shall be charged
against available MOOE allotment of LGU SAN JACINTO, MASBATE. For
procurement of PRAISE related resources charged under the LGU SAN JACINTO,
MASBATE funds, the Financial Administrative Division (FAD) shall be the end-user
of said resources.
LGU SAN JACINTO, MASBATE shall allocate at least 5% of the HRD funds for the
PRAISE and incorporate the same in its annual Work and Financial Plan and
budget.
13.0 APPEALS AND OTHER CONCERNS
13.1 Appeals on decisions on any of the incentives/recognitions may be made
through the submission of a formal letter of complaint to the MHRMO within
three (3) working days from the PRAISE Committee's issuance of its
decision;
13.2 The PRAISE Committee shall resolve appeals and other concerns within
seven (7) workdays from receipt thereof;
13.3 If the party is not satisfied with the PRAISE Committee's action on the appeal
or concern raised, he/she may elevate the matter to the LGU SAN JACINTO
MASBATE Local Chief Executive, if the latter does not head the said
Committee.
14.0 EFFECTIVITY
The LGU SAN JACINTO, MASBATE PRAISE shall become effective after final
evaluation by the CSC. Subsequent amendments shall likewise be submitted to
CSC for evaluation and shall take effect immediately.
15.0 COMMITMENT
I hereby commit to implement and abide by the provision of this LGU SAN
JACINTO, MASBATE PRAISE which shall be the basis for the grant of awards and
incentives.
The annual PRAISE report shall be submitted to the CSC Regional Office
concerned on or before the thirtieth day of January to enable our employees to
qualify for nomination to the CSC-sponsored national awards.
