Minutes of the Review Meeting Held on 08.05.2025 for
Reconciliation of Enrolment Figures of Additional Requirement
of Free Text Books and Status of Drop Box Students of
ShikshaSetu:
A review meeting was conducted via video conference on
08.05.2025 at 10:00 a.m. with all districts to reconcile enrolment
figures for the additional requirement of Free Text Books and the status
of drop box students under Shiksha Setu. The meeting was chaired by
Dr. Om Prakash, IAS, Mission Director, Samagra Shiksha, Assam, and
attended by the Secretary to the Government of Assam, SED; Executive
Director, Samagra Shiksha along with officials from TT and MIS and the
technical team from RNIT Solutions & Services Pvt. Ltd. The ADCs
(Education), Inspectors of Schools, DEEOs, and District Programmers
from all districts also attended.
The Mission Director welcomed all districts and presented the status
of drop box students concerning the additional requirement of Free
Text Books as submitted by the districts. After detailed deliberations,
the following decisions were taken:
1. Clearance of Drop Box Students
All drop box students in Shiksha Setu must be cleared by
12.05.2025 positively. Each student must be traced by the
concerned CRCC. All Government school students sent to the
drop box must be re-enrolled in schools.
2. Double Entry Cases
In the case of duplicate student entries, all newly added students
must be sent to the ‘Drop Out’ list and marked as ‘Double
Entry’ with the reason noted.
3. Admission to Private Schools
If a student in the drop box is already admitted to a private
school, their name must be moved to the ‘Drop Out’ list, clearly
indicating the name of the private school, Cluster , Block , District
and its UDISE code.
4. Migration to Other Areas

If a drop box student has migrated to another district or block,
they should be marked as ‘Drop Out’ with details of the new
district/block/cluster/school name and UDISE Code and the
reason for migration.
5. Action on Long Absentees Students
Those students who are found to be long-term absentees, the
concerned Head Teacher must ensure that he/she himself/herself
must contact the parents or guardians to bring them back to
school. If the student cannot be brought back, their name must be
included in the ‘Drop Out’ list of Shiksha Setu, along with the
reason for dropout .
6. Free Text Book Requirement
All districts are directed to revise the additional Free Text Book
requirement based on the actual enrollment figures in Shiksha
Setu. If the number of students in Shiksha Setu is more than those
of books already provided then SMO will provide additional
number of books required. However , before that District should
ensure intra and inter block shifting of books from surplus
schools/block to deficit schools/block.
7. Verification of additional requirement of FTB in BTAD
Districts
All BTAD districts will be called to the State Mission Office for
verification of their additional textbook requirements. Inspector
of Schools, DEEOS, BEEOs and District Programmer to attend the
meeting. Before that they will do a detailed exercise to find out
books surplus schools/blocks and books deficit schools/block.
Their data in Shiksha Setu should be updated where all the
students are enrolled in Shiksha Setu and all students are taken
out of dropbox.
8. Mobile Number Correction Drive
A special drive to correct parents’/guardians’ mobile numbers will
be conducted from 13th to 17th May 2025. Updates must be
made on the Shiksha Setu portal. All districts should instruct
Principals and Head Teachers accordingly.

9. UDISE Code Allotment to schools having opening
Permission/ Registration
All schools must obtain a UDISE code. Schools with
permission/registration and affiliation must apply online
through the District MIS by 30th May 2025. Districts must
issue notices to the schools immediately.
10. Guidelines for School Registration and UDISE Code
The Inspector of Schools, Kamrup-Metro, will circulate
procedures for obtaining school opening/registration permissions,
along with norms for elementary and secondary/senior secondary
schools.
11. Coverage of Senior Secondary Schools in UDISE
Inspectors of Schools must ensure that all secondary and senior
secondary schools in their districts are included in UDISE Plus as
it is adversely affecting Gross Enrolment Ratio during 2025-26
and affecting admission in new educational institutions.
12. System Enhancements in Shiksha Setu
The RNIT team is instructed to include a search option for drop
box students, displaying the District, Block, Cluster, and School
name. The list of drop out students must be visible at the school
and block logins.
13. Training of MIS officials
A one-day training session for District Programmers and Block
MIS Coordinators on Shiksha Setu will be held at the State
Mission Office in Guwahati. All participants are requested to list
their suggestions and issues related to Shiksha Setu for system
improvement.
