A digital identification system for Land, Roads and Buildings

Mission
To bring all land ownership records into one unified digital platform that is transparent, easily
accessible and provides for accurate record and transfer of land ownership in a smooth manner.
As a prerequisite, it envisages creating a national record of all roads (public, private) also in digitized
form so that all access to plots of land and buildings are also clear and easily defined.
A system of identifying buildings is also envisaged that provides for a nationally uniform address
system.
Basic system
The proposed system uses a polygon to define roads and plots. It does that with the set of co-
ordinates (latitude, longitude) that forms the corners of the polygon. The latitude / longitude
coordinates are used with a decimal accuracy that defines a minimum linear accuracy (say, 1 meter).
Roads
The set of coordinates are selected to define each section of connected roads as distinct segments
with a Road Identifier Number (RIN). A database connects the RIN numbers with the set of
coordinates that define it.

For example the two roads is sketch above would be defined as :
RIN-1234 - [1,2,3,4,5,6,7,8,9,10,11)
RIN-1235 - [2,12,13,14,15,16,17,3)
Each of the coordinates 1, 2,….would be a set of two figures , latitude and longitude as , for example
[13.052415, 80,245922]. Four of these coordinates ( two adjacent ones each) would be identified
and will define the entry/exit segments.
Plots of land
Plots of land are also defined as a polygon in the same way roads are defined. A Plot Identification
Number(PIN) is also defined by a set of coordinates at the ends of the line segments forming the
boundaries of the plot.
PIN-3678 - [1,2,3,4,5,6] - [M]- [A1,A2]
This defines the plot of land in the following sketch with lines forming its sides defined by the
coordinates 1,2,3,4,5 and 6.
Every plot should have one main access defined by next entry of coordinates, M which should be on
the side of a road, in this case, RIN-1367
A plot may have additional access points such as A1, A2 etc. that open to another road, RIN-1497
Building
Buildings are numbered sequentially, say from the entry to exit along one side and then from exit to
entry along the other side.
In the above examples RIN-1234 has buildings B1 to B4 on one side and B5 to B7 on the other side;
for RIN-1235, B1 and B2 on one side and B3 on the other side.
A building identifier could be
BIN-1234-B4- [1,2,3,4,5,6] - [M]- [A1,A2]
Building Units
Each building can have multiple floors and multiple doors in each floor to individual units, numbered
1,2…
For example, B3-0-1 is the unit 1 on ground floor of building B3 and B4-4-16 is unit 16 on 4 th floor of
building B4
