Section No. 2. GENERAL REQUIREMENTS
2.1 Scope of Work
The scope of work covers the complete construction of a three-story commercial
building, including but not limited to site preparation, foundation works, structural
framing, masonry, roofing, architectural finishes, plumbing and sanitary systems,
electrical works, fire protection, and auxiliary systems. All works shall be executed
strictly in accordance with approved plans, specifications, and governing building codes.
2.2 Site Preparation
The contractor shall undertake all necessary site clearing, grubbing, and removal of
vegetation, debris, and unsuitable materials. The site shall be graded and leveled to the
required elevations. Temporary facilities such as a site office, storage, and worker
accommodations shall be provided. Appropriate erosion and sediment control measures
shall be implemented throughout the construction period.
2.3 Safety and Compliance
The contractor shall ensure strict compliance with the following:
● National Building Code of the Philippines (NBCP) for all structural,
architectural, and service provisions.
● Batas Pambansa Blg. 344 (BP 344) for accessibility requirements including
ramps, handrails, and accessible toilets.
● Fire Code of the Philippines (RA 9514) for fire safety systems, fire exits,
alarms, sprinklers, and extinguishers.
● Occupational safety standards require the use of personal protective equipment
(PPE) for all workers at all times.
Section No. 3. MATERIALS SPECIFICATIONS
3.1 Concrete
● Concrete mix shall conform to the following:
○ General structural members: Class “A” cement - [Link]
(cement:sand:gravel), minimum compressive strength of 21 MPa (3000
psi).
○ Columns and beams: Minimum compressive strength of 28 MPa (4000
psi).
● Cement shall be Portland Cement conforming to ASTM C150 Type I.
● Reinforcing steel bars shall conform to ASTM A615 Grade 40/60 with adequate
lap and cover.
3.2 Reinforced concrete (RC) beams and columns
● The design and construction of all reinforced concrete beams and columns shall
comply with the latest edition of the approved Structural Building Code (e.g., ACI
318, Eurocode 2, etc.) and all local regulations. Dimensions, sizes, exact
reinforcement details, and placement locations are governed by the approved
structural drawings and bar bending schedules. This document specifies
minimum quality standards.
● Concrete Compressive Strength must have 27.5 MPa (4000 psi) and be cured
for a minimum of 28 days.
● Use ordinary Portland Cement (OPC) or approved blend, Compliant with relevant
ASTM/EN/Local Standard.
● Use clean, hard, durable, non-reactive aggregates with a maximum size of
20mm.
● Deformed High-Yield Bars reinforcement steel must withstand a minimum yield
strength 420 MPa.
● The section on Construction & Workmanship outlines essential guidelines for
concrete work. Key points include ensuring proper concrete cover as per beam
and column schedules, immediate compaction using mechanical vibrators, and
maintaining moisture for a minimum of seven days for curing.
● Reinforcement placement requires securing rebar with chairs or spacers, and
splices must be staggered in low-stress zones. Formwork stripping times are
specified, with 24 hours for column/beam sides and 14 to 21 days for beam
soffits.
● The Quality Assurance section mandates testing for slump and compressive
strength at discharge, ensuring tests exceed governing code criteria and
compliance with dimensional tolerances.
3.3 Masonry
● Concrete Hollow Blocks (CHB) shall be used as follows:
○ Exterior walls: 150mm (6”) thick.
○ Interior partitions: 100mm (4”) thick.
● Mortar mix shall be 1:3 (cement:sand).
● Plastering thickness shall not be less than 12mm.
3.4 Structural Steel
● All structural steel sections shall conform to ASTM A36 standards.
● Welding shall conform to AWS specifications and shall be continuous where
required.
● Steel members shall receive two coats of anti-rust primer and two coats of
enamel paint.
● Bolts and fasteners shall conform to ASTM A325 standards.
3.5 Doors and Windows
● Main Entrance Door: Aluminum framed tempered black tinted glass doors, 10mm
thick.
● Internal Doors: Aluminum framed tempered black tinted glass doors with
stainless steel fittings, 10 mm thick
● Maintenance and Storage Room Doors: Solid core flush door with paint finish,
35mm thick.
● PWD Comfort Room Doors: Aluminum Framed Frosted Glass door with stainless
steel fittings, 10 mm thick.
● Comfort Room Doors: Single-leaf, single - action hollow core flush swing door,
10mm thick.
● Exterior Glass : Aluminum Framed Black tinted glass, 12mm thickness. For more

● Interior Glass : Aluminum Framed Black tinted glass, 12mm thickness. For more
details refer to the doors and windows schedule.
● Fire Exit Doors: Single-leaf and double-leaf metal doors with UL-listed panic
hardware.
● Hardware: Stainless steel hinges, locks, and handles, conforming to ANSI Grade
2 or equivalent.
3.6 Finishes
● Flooring:
○ Room Floors: 400x400mm porcelain tiles, grey matte finish.
○ Floors: 600x600mm ceramic tiles.
○ Staircases and Comfort rooms: Non-slip ceramic tiles.
● Walls:
○ Interior Concrete : Cement plaster with two coats primer and two coats
acrylic paint.
○ Exterior: Skim coat with elastomeric paint, weatherproof grade.
● Ceilings:
○ Gypsum board on metal furring with flat latex paint finish.
○ Acoustic board panels for commercial spaces requiring sound insulation.
Section No. 4. WORKMANSHIP
4.1 Installation Procedures
All works shall be carried out in accordance with manufacturer’s recommendations and
approved shop drawings. Proper alignment, leveling, and plumb shall be maintained at
all times. Anchors, supports, and connections shall be installed securely.
● PLUMBING AND SANITARY WORKS
○ Pipes: uPVC per ASTM D1785 for drainage, PPR pipes for water supply.
○ Fixtures: ISO-certified water closets, lavatories, and urinals.
○ The water supply system shall be tested at 150 psi for 24 hours without
leakage.
○ Sanitary and drainage pipes shall maintain a minimum slope of 2%.
● ELECTRICAL WORKS
○ All works shall comply with the Philippine Electrical Code (PEC).
○ Conduits: Rigid steel or PVC, concealed within walls and slabs.
○ Wires: THHN copper, minimum 3.5 mm² for lighting, 5.5 mm² for outlets.
○ Panel boards shall be complete with circuit breakers and properly labeled.
○ Provide emergency lighting, exit signs, and grounding system.
● FIRE PROTECTION SYSTEM
○ Fire hose cabinets and fire extinguishers shall be placed at strategic
points.
○ Fire alarm system with audible and visual alarms.
○ Fire exit doors with panic hardware and illuminated exit signs.
4.2 Tolerances
● Walls: Vertical tolerance of ±3mm per 3m height.
● Floors: Level tolerance of ±5mm per 10m length.
● Doors/Windows: Alignment deviation not exceeding ±2mm.
4.3 Quality Control Measures
● All materials shall be inspected and approved prior to installation.
● Concrete shall undergo slump tests and cylinder compressive strength tests.
● Masonry units shall be tested for strength and dimensional consistency.
● Welding works shall be visually and dimensionally inspected.
● Final finishes shall be checked and approved by the architect/engineer prior to
acceptance.
Section No. 5. SPECIAL NOTES
5.1 Assumptions and Limitations
● Utility connections (water, electricity, and sewage) shall be provided by the
Owner or respective utility companies.
● Any variation from the approved drawings and specifications shall be subject to
written approval from the Project Engineer/Architect.
● Works shall be carried out during standard working hours unless otherwise
approved.
5.2 Completion and Handover
● The contractor shall ensure the building is defect-free upon turnover.
● Submission of as-built drawings, test certificates, manuals, and warranties.
● Final inspection with owner, consultant, and authorities before occupancy.
5.3 Reference Standards
