APPLICATION
APPLIES TO EVERY PERSON APPOINTED TO A
CIVIL SERVICE OR POST IN CONNECTION WITH
THE AFFAIRS OF THE UNION.
Applicability to Members of Family
All conduct rules do not apply to them; only those
rules have been made applicable to the members of
family where regulation of their conduct is necessary
in the interest of public service.
Only two rules, Rule 13 (acceptance of gifts) and Rule
16 (investment, lending and borrowing) apply to govt
servants and their members of family EQUALLY.
In other cases restrictions on family members are
more liberal, eg.-
Rule 5 (ban on govt servants to participate in any

political activity) :- family members are restrained
from taking part in subversive activities only.
Rule 18 – taking permission is not required if
transaction is from own funds.
Definition of members of family include only those
persons who are under govt servant’s compulsive
influence.
DEFINITION OF FAMILY
MEMBERS OF FAMILY :-
WIFE/HUSBAND OF THE GOVT SERVANT.
SON OR DAUGHTER / STEP SON OR STEP
DAUGHTER WHOLLY DEPENDENT ON THE
GOVT SERVANT.
ANY OTHER PERSON RELATED BY BLOOD OR
MARRIAGE AND WHOLLY DEPENDENT ON THE
GOVT SERVANT.

GENERAL RULES OF CONDUCT FOR
ADHERENCE AT ALL TIMES
RULES WITH REFERENCE TO SPECIFIC
SITUATIONS
Rule 3(1)
3(1)(i) - Maintain absolute integrity.
3(1)(ii) - Maintain devotion to duty
3(1)(iii)- Do nothing which is unbecoming of a Govt.
servant.
Rule (3)(1)(i) – What is absolute integrity?
The term comes from ‘integer’ meaning whole
number, an undivided quantity.
Wholeness, Soundness, Uprightness, Honesty.
Govt. servant should not only be honest but must
have a reputation for honesty.
Idea of right or wrong has not been forgotten and the
difference between honesty and dishonesty, fidelity
and faithfulness wholly lost.
Rule 3(1)(ii) – What is devotion to duty ?
A Govt Servant who habitually fails to perform the
task assigned to him within the time set for the
purpose and with the quality of performance
expected to him shall be deemed to be lacking in
devotion to duty.
Rule 3(1)(iii) :What is becoming conduct ?
It should be in conformity with the ordinary norms
of decency and morality prevalent in the society he
lives.
It should be in consonance with the laws of the land
which he is bound to respect.
It should not be against the policies of the govt which
he serves; and
There is not a deliberate breach of departmental
rules by the employee.

Rule 3-A : Promptness and Courtesy
Govt. servant should not act in a discourteous
manner.
Should not adopt dilatory tactics or willfully cause
delays.
Rule 3-B : Observance of Govt policies
(a)(i) age of marriage.
(ii) preservation of environment.
(iii) protection of wildlife.
(iv) Preservation of cultural heritage.
(b) Prevention of crime against women.
Rule (3)(c) : Prohibition of Sexual Harassment
(1) Govt servant shall not indulge in sexual
harassment of women at her work place.
(2) Incharge of a work place shall take appropriate
steps to prevent sexual harassment to any women at
such work place.
SEXUAL HARASSMENT INCLUDES :
(a) Physical contact and advances.
(b) Demand or request for sexual favours.
(c) Sexually coloured remarks

(e) Any other unwelcome physical, verbal or non
verbal conduct of a sexual nature.

CONTROLLED OR SUBSTANTIALLY FINANCED
BY FUNDS PROVIDED DIRECTLY OR
INDIRECTLY BY THE CENTRAL GOVT.
HOSPITALS OR NURSING HOMES.
SPORTS INSTITUTE, STADIUM, SPORTS
COMPLEX

ANY PLACE VISITED BY THE EMPLOYEE
DURING THE COURSE OF EMPLOYMENT,
INCLUDING TRANSPORTATION PROVIDED BY
THE EMPLOYER FOR UNDERTAKING SUCH

A DWELLING PLACE OR A HOUSE.
SPECIFIC RULES
Rule 4 : Shall not use his position to influence to
secure employment for member of family.
Group A Offr : where official dealings – previous
sanction.
Rule 5 : Shall not take part in politics and
elections/family : prevent taking part in subversive
activity/movement – report to govt.
Rule 6 : Shall not be a member of association –
objects prejudicial to sovereignty and integrity,
security of state etc.
SPECIFIC RULES
Rule 7 : Shall not engage in any demonstration
prejudicial to interests of sovereignty, integrity etc
Shall not resort to/abet any form of strike.
Rule 8 : Shall not connect to press or other media
without previous sanction of the govt.
Views of GS always personal.
SPECIFIC RULES
Rule 9 : Shall not adversely criticise any action or
policy of the Central or a State Govt.
Rule 10 : Shall not give evidence in connection with
any enquiry conducted by any person, committee or
authority without previous sanction of the govt.
EXCEPT :
Committee appointed by the Govt/Parliament/State
Legislature.
Judicial Enquiry/Departmental Enquiry.
SPECIFIC RULES
Rule 11 : Shall not communicate official information
to unauthorised persons.
Shall provide information in accordance with RTI
Act, 2005.
Rule 12 : Shall not collect/raise contributions
without previous sanction of the govt.
SPECIFIC RULES
Rule 13 :Govt Servant, members of his family or any
person acting on his behalf SHALL NOT accept any
gift.
Can accept gifts on weddings, aniversaries, funerals
or religious functions as per following limits above
which make report to the Govt :
Group A - Rs 25,000/-
Group B – Rs 15,000/-
Group C – Rs 7,500/-
SPECIFIC RULES
IN OTHER CASES WITH SANCTION OF THE
GOVT IF VALUE EXCEEDS :
GROUP ‘A’ AND ‘B’ - Rs 1500/-
GROUP ‘C’ AND ‘D’ - Rs 500/-
SPECIFIC RULES
Rule 13-A : No Govt servant shall give/take/abet the
giving or taking of dowry; or
Demand directly or indirectly from the parent or
guardian of the bride or bridegroom any dowry.
Rule 14 : Shall not accept, without previous sanction
of the govt, public demonstrations in honour.
SPECIFIC RULES
Rule 15 : Shall not engage in private trade or
employment without previous sanction of the govt.
EXCEPT :
Honorary work of social or charitable nature.
Occasional work of literary, artistic or scientific
character,
Amateur sports activities.
Management committees(not elective office) of
literary clubs, coop societies etc.
SPECIFIC RULES
Rule 15 A : Shall not sublet govt accommodation
allotted to him and vacate within the time limit.
Rule 16 : Shall not speculate in any stock, share or
other investment except occasional investments
through stock brokers etc.
FREQUENT PURCHASE OR SALE OR BOTH OF
SHARES, SECURITIES ETC SHALL BE DEEMED
TO BE SPECULATION.
SPECIFIC RULES
Rule 17 : Shall avoid habitual indebtedness or
insolvency.
Rule 18 :
IMMOVABLE PROPERTY :
Acquire/Dispose with PREVIOUS KNOWLEDGE of
prescribed authority.
With PREVIOUS SANCTION of prescribed authority
if having official dealings.
SPECIFIC RULES
MOVABLE PROPERTY:
Shall report the transaction within ONE MONTH to
the prescribed authority from the date of transaction
if the value of such property exceeds TWO MONTHS
BASIC PAY of the govt servant.
Previous sanction if having official dealings.
PRESCRIBED AUTHORITY – Gp ‘A’ : Govt.
Gp ‘B’ : HOD, Gp ‘C’ & ‘D’ : HOO
SPECIFIC RULES
Rule 18-A : Shall not without the previous sanction
of the govt acquire/dispose immovable property
situated outside India.
Rule 19 : Shall not without previous sanction of the
govt have recourse to any Court or to the Press for
the vindication of any official act which has come
under adverse criticism.
SPECIFIC RULES
Rule 20 : Shall not bring or attempt to bring any
political or outside influence in respect of his service
matters.
Rule 21 : No marriage with a person having a spouse
living / having a spouse living with another person.
Except with prior permission;
Under personal law/other grounds.
Shall intimate forthwith to govt. if married foreign
national.
SPECIFIC RULES
Rule 22 : Shall not be under influence of intoxicating
drink/drug during duty.
Shall not consume intoxicating drink/drug in a
public place/not appear in a state of intoxication in a
public place.
Not to use intoxicating drink/drug to excess.
Rule 22-A : Shall not employ to work any child below
14 years of age.
