`$removeparam` does not work in pair with `$domain` modifier

Issue Details

Steps to reproduce:

1. Go to https://example.org/?test_param
2. Add $removeparam,domain=example.org to user rules
3. Reload the page

Expected Behavior

test_param parameter is removed.

Actual Behavior

test_param parameter is NOT removed.

This rule works in browser extensions and previous app release.
