Make it possible to use API across systems

Currently one API is assigned to one System (A) with a unique name in Backstage. Prevent creating API (in System B) which already exists in another System A (it won't get created in Backstage but will create a repo, etc..). Make it possible to create a new service under a System B using API from System A. Currently API's group Id (system) is based on service's system.
