Rewrite grist-data-format.md to reflect actual Grist data format#2177

The original document was a design spec, much of which was never implemented. Replace it with accurate documentation of column types, cell value encoding, typed cell values, the cellFormat=typed option, and SQL storage quirks, with a link to the API reference for endpoint details.
