Issue
In Hebrew, quotation marks are always U+201D (right double quotation mark). There is no use for U+201C (left double quotation mark) as far as I'm aware.
There are multiple Hebrew fonts that take this into account, but Noto does not seem to be one of them. Even when setting the language to Hebrew, it still provides both left and right quotation marks.
Wikipedia has further information if needed.
You may notice the "Alternate" box on Wikipedia showing U+201E (double low-9 quotation mark) which is technically the official standard but has fallen out of use in the modern day because Hebrew keyboards don't include the character. I'm not sure which one Noto should prioritize.
EDIT: This would also apply to single quotes.
