I don't think U+25CC disappear, looks to me U+11A98 sits on the top of U+25CC. Is this type of combination exist? @marekjez86 for second opinion.

Oh, this is fascinating. It looks like the USE reordering detaches the geminating mark from the dotted circle cluster!
