Use go:embed to read mise version from version.txt, pass as build-arg to Dockerfile
fixes mix/hex not finding archives when running through mise shims

Single source of truth for mise version in
core/mise/version.txt, used by both Go code (via go:embed) and the Docker build (via build-arg).
