One more, make category for the Hardcoded Predesigned Template (just like what KingComposer did).
Manually-sorted category dropdown will give better navigation, so that “Footer” category can be made on bottom of the list.

I have 2 reason:
First reason:
I’m altering WordPress core data, where I need to re-test multiple times.
When something bad happen where hard to get back, I simply re-install WordPress.To start faster, I prefer disable any notices while in development (like WooCommerce welcome message)
Second reason:
I tested on Multisite and not works. (I develop in Multisite)That also good way to implement it
Improve Section Manager instead of create separate sectionGood to hear this.
Most good page builder have this feature
