Dated:- 10th Aug-2011. Re:- Radio / Navigation Equipment / documents for FSI FYI for annual FSI by MMD surveyors and also for Radio Surveys, in order to be better prepared suggest check following:1) GMDSS log book to be kept up to date with correct entries, read instructions given at the beginning of log book for information required to be recorded. Log book must be signed by the Master. 2) Battery log book is correctly maintained, with date of supply and all relevant information is correctly filled. 3) Battery warranty cards / delivery challan copy is available for inspection. 4) Batteries maintained in fully charged condition, clean and all cells topped up, terminals quoted with petroleum jelly. 5) MF/HF-Dsc and VHF-Dsc ( 2 nos) DSC test is carried out and recorded. 6) Location of GMDSS mains switch is marked and known. Check when mains power is switched Off, duplicate equipment is able to run on battery supply, thru the selection switch and discharge current / voltage indication is seen on the battery control panel. 7) All antenna connections are clean with proper connection and all antenna clearly marked / stenciled. 8) All Earth connections at the console and at the Antenna Control Unit (ATU) are clean with good connection and not broken. 9) A safety guard rail and notice is in place near the ATU. 10) Valid sealed batteries ( 3 nos), available for 2-way survival craft radios and spare test battery (old / expired / rechargeable type) is available for testing the radio. 11) SART's and EPIRB's tested and having valid batteries and test certificates. 12) A.I.S working satisfactorily, external GPS feed and in-built GPS information is available. Identify and mark location of AIS Pilot plug. 13) GPS position information is available for VHF-Dsc and MF / HF-Dsc.
14) Emergency lights over GMDSS equipment is operational. 15) Radars in satisfactory working condition. 16) Radars performance monitors working and reading recorded. 17) No loose aerial wires above bridge deck level. 18) No hanging cables / wiring seen on the bridge, to be neatly dressed up with cable ties / covered. 19) GMDSS battery box is kept neat / clean / marked / stenciled / painted with proper covering lid. 20) Documents required for inspection are up-to-date and available:a) Safety Radio Certificate with record of radio equipment. b) Ship Station (Radio) Licence with annexes and valid renewal slip (Valid upto 31-12-2015). c) Epirbs and Sarts test certificates. d) GMDSS SBMC document. e) Last IRS Radio Survey report form. f) Approved GMDSS equipment and antenna arrangement plan in auto cad format is available. g) 2 persons holding GMDSS GOC certificates with valid STCW endorsement. h) Valid ITU publications are held on board. i) Last SSAS test compliance report. j) EPIRB's registration copy. 21) Gyro compass error calculated and recorded. 22) Magnetic compass error calculated and recorded, deviation table done be compass adjustor is available. Also record of deviation tables prepared in each quarter by ship staff is also available. Air bubble if any, is eliminated. Compass dimmer light working in satisfactory condition. 23) Spare Magnetic Compass is available, any air bubble observed, to be eliminated. 24) Record of maintenance / repairs carried out in the past on radio / nav equipment. 25) Record of inventory / spares held on board or indented for radio / nav equipment. 26) Distress / Urgency / Safety alert procedures are displayed near the GMDSS console. 27) Cancellation procedure for false distress alerts. 28) GMDSS certificate holders should be able to demonstrate working of all radio / radar and radar performance monitor functioning. 29) Vessel identities like Call Sign, MMSI number, Inmarsat-C number etc prominently displayed near the GMDSS console.
30) EPIRB brackets and HRU cleaned and well maintained. 31) Echo Sounder graph paper to be signed at end of watch / handing over of the watch. 32) Do not pull out files / records / divulge information which are not called for / required, during the inspection as this leads to unnecessary observations / complications.
