Open Access Publishing Fund

The Open Access Publishing Fund supports Temple researchers who would like to publish in an open access journal but do not have the funds to cover the article processing charge (APC). Funding is available on a first-come, first-served basis. 
 
A number of high-quality open access publishers have business models that depend on the fees they collect from authors. Authors are increasingly interested in making their work available open access and reaching new and wider audiences. However, the costs involved can be a deterrent. The Fund helps remove this financial barrier.  
 
Note: The cost to publish your article open access may already be covered by one of Temple Libraries’ publishing agreements. Check before submitting an application for funding! 


Funding Disbursement 

Only up to 50% of the APC will be funded, prorated by the number of Temple-affiliated authors on the paper. Co-authors from other institutions are responsible for finding their own funding.  
 
For example, if the APC is $2,000 and there are four authors, two of whom are from Temple, you can apply for $500 from the fund ($250 each), calculated as follows: 
 
APC = $2,000 * 0.5 = $1,000 
$1,000 / 4 authors = $250/author 
$250 * 2 Temple authors = $500 total requested 
 
To support as many authors as possible, the following limits apply for each applicant
 
  • Article cap – maximum funding per article payment is $3,000 (50% of the APC paid by the Temple author) 
  • Author cap – maximum funding for each Temple author who submits the Fund application is $1,500 per fiscal year. This amount may be split across multiple applications so long as funds are available 

Applicant Eligibility

  • Current Temple University faculty, post-doctoral fellows, residents, and graduate students are eligible to apply. 
  • Authors who have grant funding that can be used to cover the cost of publication and processing fees are ineligible. A grant that has been closed out prior to applying for the Fund does not affect eligibility. 
  • Authors who receive support must include the following statement in their acknowledgements: “Publication of this article was funded in part by the Temple University Libraries Open Access Publishing Fund.” 

Publication Eligibility 

  • Funds must be used for publication and processing fees only. Funds may not be used for reprints, color illustration fees, non-open access page charges, permission fees, web hosting for self-archiving, or other expenses not directly related to open access publication fees. 
  • The publication must be a fully open access, peer-reviewed journal article. 
  • The journal must not be hybrid (i.e., a subscription journal that offers an open access option) to prevent duplication of payments to publishers. 
  • The manuscript must be accepted by the journal following peer review. Funds cannot be held before the manuscript is accepted. 
  • The journal must be listed in the Directory of Open Access Journals (DOAJ).  
  • The publisher must be a member of the Open Access Scholarly Publishing Association (OASPA) or meet the OASPA Code of Conduct

Application Process

Authors must apply for funding within one month of official journal acceptance of your manuscript for publication. To apply, you must complete the application form with your information, a copy of your article, and a copy of your journal acceptance letter. Note: you must be logged into your @temple.edu account to access the Microsoft form. 
 
If you cannot access the application form, please download the form here and email it with copies of your article and acceptance letter to Mary Rose Muccie (maryrose.muccie@temple.edu) and Alicia Pucci (alicia.pucci@temple.edu). 
 
The Libraries will aim to make a final decision regarding your application within two weeks. If your request is approved, the Libraries will transfer funds to your research fund or departmental account. The Libraries cannot reimburse authors or pay publishers directly. 


Previous Awardees

Since 2016, the Libraries’ Open Access Publishing Fund has enabled the publication of 141 open access articles. All supported publications can be accessed via the Open Access Publishing Fund collection in Temple’s institutional repository TUScholarShare.
